Nền kinh tế số của Việt Nam: Kịch bản phát triển và hành động cụ thể

Thương mại điện tử tăng trưởng nhanh, nội dung số là điểm sáng, các dịch vụ chính phủ điện tử đang được triển khai nhanh chóng, nền kinh tế chia sẻ ngày càng phát triển… đó là những tiền đề quan trọng để khẳng định nền kinh tế số của Việt Nam là một sự phát triển tất yếu. Có 4 kịch bản cho tương lai nền kinh tế số của Việt Nam đến năm 2045: kịch bản truyền thống, kịch bản chuyển đổi số, kịch bản xuất khẩu số, kịch bản tiêu dùng số. Các kịch bản này được Bộ Khoa học và Công nghệ (Việt Nam) cùng với Cơ quan Nghiên cứu Khoa học và Công nghiệp Úc (CSIRO) xây dựng với một lộ trình và danh sách các hành động cụ thể. Tìm ra con đường phù hợp nhất để đầu tư liên tục cho phát triển nền kinh tế số chính là việc đặt các thứ tự ưu tiên, cũng như thiết lập trình tự phát triển đúng sẽ đảm bảo phân bổ nguồn lực tối ưu và lợi nhuận tối đa cho Nhà nước để tiếp tục đầu tư.


KM infrastructure and electronic services with innovation diffusion characteristics for community economic development

Building knowledge management (KM) infrastructure involves reuse and refocus of several existing infrastructure components, and awareness around future visions and conditions of infrastructure. We present a community perspective using a staircase metaphor for conceptualizing government supported KM infrastructure and services. Additionally we illustrate a model for government’s role in providing and leveraging infrastructure components from all tiers of government. With examples, we build a case for adding diffusion of innovation characteristics, and features from innovation networks analysis in KM infrastructure. Observability and trialability are important to knowledge acquisition, while compatibility are central to knowledge application, packaging, and creation. Ease of use, and perceived usefulness affects knowledge use in all its forms.


Reconsidering the tacit-explicit distinction - A move toward functional (tacit) knowledge management

To move beyond the technology focus and adequately embrace knowledge, organisations need a working conceptualisation of knowledge. Within the literature, the dominant conceptualisation converges around the acknowledgement of tacit and explicit types distinctly. This paper argues that a more fundamental approach is necessary. The functional view is a theory on the nature of knowledge that serves as a promising alternative. By placing knowledge within the context of goals and formalisation possibilities, it can help transform organisations from information-intensive to truly knowledge-based.
